The SMART Centre is a place where knowledge becomes a driver of change. Founded with the mission to make adult education accessible, modern, and useful, the centre brings together lecturers and practitioners who turn their experience into real opportunities for learning and professional growth.

Our programmes are created for those who want more — to refine their skills, develop new ideas, find a new career path, or simply advance in the work they already enjoy. Through accredited and specialised programmes, we offer training in EU projects, digital tools, social entrepreneurship, event management, financial management, fundraising, and many other areas relevant to today’s job market and the rapid changes shaping it.

At the SMART Centre we learn through practice, dialogue, and real examples. Every participant goes through a process in which knowledge is applied immediately — whether in EU project simulations, idea development, teamwork, or exchanging experiences with experts from different sectors.

AI PROJECT HUB

The SMART Centre uses and develops specialized AI tools tailored to the needs of organisations and institutions. These tools support project preparation, planning, writing, and evaluation according to EU funding rules.

They are specialised for Erasmus+, Horizon Europe, COST, CERV and other research and innovation programmes, but can be used for any EU programme based on the Logical Framework and Theory of Change. This service combines human expertise with artificial intelligence to create stronger, clearer, and more effective project proposals with a very high probability of strong evaluation results.

Academies

Our academies are multi-month, accredited, and specialised programmes that combine theory, practice, mentoring, simulations, team and individual exercises, and professional development:

SMART EU Project Academy — the leading programme in Bosnia and Herzegovina for training project managers in designing, writing, and managing EU-funded projects, from small initiatives to the largest project formats.
SMART Financial Academy — a multi-month programme focused on financial management in organisations and projects, covering planning, budgeting, reporting, and cost control based on EU rules and domestic legislation.

Trainings

These flexible, short programmes are designed for those who want to quickly gain knowledge they can apply right away.

Strategic Planning

SMART develops strategic, development, and programme plans for organisations, institutions, and local governments.

The process includes needs analysis, defining priorities and measures, and a participatory approach involving all relevant stakeholders.

Documents are prepared in line with EU planning methodology (SWOT, Logical Framework, Theory of Change), making strategies practical instruments rather than formal paperwork.

Public Advocacy

SMART supports the development of advocacy strategies and campaigns. We work with civil society organisations, institutions, and local communities on:

policy development,
communication with citizens and decision-makers,
campaign and message design,
use of social media and digital tools for social change.

Our advocacy approach is grounded in human rights, participation, gender equality, and transparency.

Networking, Partnerships & Cross-Border Cooperation

SMART and CPCD have more than a decade of experience in successful cross-border and regional projects. We connect institutions, local communities, companies, universities, and CSOs across the Western Balkans and beyond.

Our work includes:

establishing and maintaining international partnerships,
developing project consortia,
coordinating cross-border and transnational projects,
linking actors within EU programmes (Erasmus+, Horizon, Interreg, CERV, Interreg).

SMART is part of a wide network of partners who share values in education, social innovation, sustainable development, and regional cooperation.

Research and Analysis

SMART conducts research and evaluation in areas such as education, political processes, elections, labour markets, employability, local development, and social innovation.

Our findings are used as the basis for policy and programme development at the level of institutions, organisations, and companies.

Assistance and Institutional Support

We provide expert support to:

institutions, local governments, public administration, international and domestic organisations, and companies in monitoring cross-border and national programmes, funding opportunities, and project implementation,
project creation, application writing, and budget preparation,
internal teams through assistance and supervision in project preparation or evaluation.

We also offer training in project cycle management, financial management, reporting, and evaluation in line with EU standards.

Moderation and Facilitation

We moderate conferences, panels, focus groups, and consultation processes. Our facilitators ensure structured dialogue, meaningful participation, and clear conclusions.

Event management

We organise conferences, forums, festivals, study visits, workshops, and educational events. We provide complete service — from concept and logistics to communication and evaluation.

Supervision and Evaluation

We conduct independent assessments of the quality and impact of projects, programmes, and policies, with recommendations for improving performance and long-term sustainability.

Mentoring and Team Development

SMART mentoring programmes support individuals, organisations, and teams in strengthening competencies, developing projects, and building professional identity through continuous guidance and collaborative work.
